Loughrie, Private Secretary, Northern Ireland Office, Stormont, to Catherine Scorer, Northern Ireland Officer, National Council for Civil Liberties which discuss the sentencing of prisoners, remission and other related issues under the Treatment of Offenders Act (NI) 1968 and the Prison Rules N.I. 1954.
